На этой неделе в рамках парламентских слушаний о государственной политике по охране атмосферного воздуха депутаты Госдумы потребовали от правительства и министерств принять срочные меры в связи с загрязнением угольной пылью городских районов Находки, информирует «Тихоокеанская Россия», ТоРосс.
За год работы с чиновниками, в обязанности которых входит обеспечение безопасности людей и защита экологии, ситуация с загрязнением угольной пылью Находки «по факту не сдвинулась с места», заявил первый заместитель руководителя фракции «Единая Россия» в Государственной Думе Виктор Пинский, работающий в составе комитета по государственному строительству и законодательству, сообщает Федерация профсоюзов Приморского края.
«К сожалению, за год плотной работы со всеми, я подчеркиваю – со всеми ведомствами, в обязанности которых входит защита экологии и безопасность людей, мы по факту не сдвинулись с места. Все ведомства уверяют, что прилагают максимум усилий, чтобы прекратить загрязнение угольной пылью. Год прошёл. Пыль там же, где и была», – констатировал депутат от Приморского края, выступая во вторник, 20 марта, на парламентских слушаниях о государственной политике по охране атмосферного воздуха.
«Экологическая катастрофа. Это то, что случилось всего за несколько лет с прекрасным, зелёным, самым чистым в Приморье морским городом. За последний год ситуация только усугубилась, прежде всего, из-за того, что объёмы угля, которые идут через порт в городе, постоянно растут. И они будут расти, потому что увеличивается спрос на российский уголь в Азии. Ситуацию не изменило даже прямое указание президента. Совершенно очевидно, что имеющихся сегодня ограничений стивидорам недостаточно. Они не обеспечивают экологическую безопасность. Это признают все: жители, природоохранные службы, учёные, прокуроры, суды. Худшее, с чем сталкиваются стивидоры, – мизерные для их бизнеса штрафы – двадцать-тридцать тысяч рублей. Смешно, но когда стивидоры приглашают в порт СМИ, чтобы подготовить материалы о своих экологических программах, журналистов одевают как космонавтов – в специальную обувь, защитные костюмы, респираторы и очки на пол-лица», – отметил Виктор Пинский.
Он подчеркнул, что за год работы с чиновниками, в обязанности которых входит защита экологии и безопасность людей, ситуация «по факту не сдвинулась с места». Депутат от Приморья призвал правительство и министерства как можно скорее решить проблему с угольной пылью. При этом Пинский отметил, что если проблему решить для Находки, она решится для Ванино, Мурманска и других населённых пунктов, где ведётся перевалка угля в портах. Его поддержали коллеги-парламентарии.
В частности, по их мнению, Росприроднадзор должен внести вредность от угольной пыли в жилых массивах в Федеральный классификационный каталог отходов. Минтрансу рекомендовано прописать специальные требования для перевалки угля в правилах оказания услуг в морских портах.
«Нужно чётко прописать — если нет достаточного оборудования, чтобы обеспечивать экологическую безопасность, нельзя начинать работу», — подчеркнул Виктор Пинский.
Он также отметил, что необходимо упростить порядок лишения лицензии стивидоров-нарушителей экологических норм: «Нужно как можно скорее вносить в Госдуму и принимать закон об угольной пыли, над которым сейчас работает комитет по экологии».
Предложения включены в резолюцию парламентских слушаний.
Напомним читателям, что перевалкой угля в Находке в настоящее время занимаются свыше десятка стивидорных компаний, больше половины из них — непосредственно в городской черте.
Проблема загрязнения Находки угольной пылью обсуждалась в июне прошлого года во время прямой линии с главой государства. Этому предшествовал целый ряд массовых протестов горожан. Они неоднократно выходили на митинги с жалобами на угольную пыль. Люди требовали запретить перевалку угля в портах, которые непосредственно примыкают к жилым массивам.
