
Today, April 7, was held a bilateral meeting of the Vice-Governor Sergey Nekhaev and the executive director of EXIM Bank Shim Seop. The participants of the meeting discussed perspectives of cooperation, opportunities and format of Korean companies involvement to the investment projects in the territories of advanced economic growth of the Primorsky Territory, informs «Pacific Russia».
Sergey Nekhaev noted that Primorye pays great attention to the establishing of comfortable investment climate. Future residents of investment projects in Primorye – TAEGs, integrated entertaining zone, free-port and other – may use different tax preferences. Also the administrative procedures will be simplified for them.
«Taking into consideration interests of authorities, business and citizens of the region, we today develop and discuss a Bill on Free-Port Vladivostok. The Bill was presented to the President of Russia Vladimir Putin. It’s task is to get and implement the best positive experience of Asia-Pacific countries in port infrastructure development. Now the power of federal and regional authorities are concentrated on regulations creation which will simplify work of investors» – the Vice-Governor stressed.
It was noted that in accordance with the Presidential Decree the Bill should be sent to the State Duma in spring session. So the Bill on Free-Port will be presented to the potential investors in August, in Vladivostok during the Eastern Economic Forum.
Shim Seop told that the Korean party is interested in participation in this project and will study it in details. In addition to that, investors from South Korea are interested in agricultural and logistics projects.
«Our bank supports investing to small projects and ready to support big investment projects with the same enthusiasm. The active position of your region connected with the investment projects gives confidence that all arising problems will be solved. We will negotiate with our investors which are working in the territory of Primorye, will listen their opinion and understand what questions do they have. I think these companies will be able to invest to the bigger projects» — Shim Seop underlined.
Sergey Nekhaev added that Primorye prepares several tourist and recreation clusters. Such zone is planned in the TAEG «Russkiy Island».
«Tourism development is a complex direction. We are interested in growth of tourist flow to Primorye. For this purpose we develop infrastructure and form comfortable legal basis for business and tourists. We are ready to work with potential investors also in this direction too» – the Vice-Governor added.
Remind that the President of Russia Vladimir Putin proposed to provide free-port status to Vladivostok during his Address to the Federal assembly on December 4, 2014. The relevant Bill was prepared by the Ministry for the Far East Development.
The Presidential Plenipotentiary Envoy to the FEFD Yuri Trutnev declared, that it is planned to exclude free-port Vladivostok form the customs space of the county and create there separate customs regime. The Envoy underlined that free-port Vladivostok has to become comfortable and competitive.
«It requires significant preparations, but I was glad that all proposal, even the most revolution, were supported by the supervising authorities» – he told.
According to the Governor of Primorye Vladimir Miklushevskiy, free-port status is necessary for the development of city and all Primorye.
«We are the gates for entrance of goods to the territory of Russian Federation, transit gates for cargo supplies to the North-East provinces of China. Logistics and transport are very important for the economy development in Primorye, Far East and all Russia» – Vladimir Miklushevskiy stressed.
