The Chinese company Baoli expressed interest in buying a small Russian oil refineries and building on their basis of a single production and supply chain to the parent company for the production of bitumen in the territory of priority development (TOP) in Khabarovsk, informs «Pacific Russia».

According to the ministry, according to the memorandum signed with the Baoli, at the site of the Khabarovsk TOP plant will be built for the production of compounds and products based on bitumen. Investments in construction of the plant could reach more than $ 50 million. It is expected to create Khabarovsk refinery cluster with Chinese and other companies, said in a press release.

The company also said that it is ready before the start of construction of the plant to start buying small refineries independent operators in different regions of Russia, then to combine them into a single production and supply chain now in Khabarovsk, which will be the head».

The most interesting segment in Baoli called projects through public-private partnerships and expect to start their projects in Russia in the near future, the ministry said. A formal agreement must be signed no later than the end of May, if successful construction of the plant will begin in 2015, the report says.
