Expanded meeting of the Public Expert Council to ensure quality housing in the Primorsky Krai were held in Vladivostok. Today, Guangzhou is one of the centers of the construction industry in China. Vladivostok for the exchange of experience and contacts profit leaders Academy of Building Research of Guangdong Province (it employs approximately 1,200 professionals, 600 of whom are engaged in research and testing, it is one of the biggest Chinese companies of this profile).

As told at a meeting of the Public Council, in Russia today is not enough housing. And with such a situation the country is facing is not the first time. So, in 1943, was adopted by a large-scale program for the construction of high-quality low-rise residential buildings of local materials. She gave an impressive performance — were built quality homes, some of which are still in use. However, it is necessary to build new buildings. And even today, new expensive housing often does not meet the requirements for quality and economy class housing at all reminiscent of the Palestinian refugee camps, coastal experts say.

Meanwhile, in the Primorye Territory in 2017 plans to build at least one million square meters of housing per year.

Experts say that it is necessary to move to a comprehensive quality control system construction. China also achieved tremendous success in building — it’s not just the volume, but also quality control. In this regard, they have consistently developed the Soviet model. Today, quality control mechanism construction in Russia and China is similar to the 90%, but due to some innovations Chinese left in this matter far ahead.

During the meeting, the Board held a public presentation of the construction consortium of Guangzhou, which also includes the Academy of Building Research. This consortium — a company of mixed ownership (public-private).

Chinese experts also outlined the country’s system of quality control of construction — it is carried out in five stages, with the participation of government authorities and third parties — Experts from the side. State and analyzes the results of the experts, and then takes any decision. Construction company depending on its features (number of workers, the presence of a particular technology) are divided into several categories, which regulates access to the construction of various objects. The same applies to the design organizations.

Upon completion of each stage of construction in China conducted a thorough inspection, after which the construction of the building continues. Particular attention is paid to the foundation — for example, under further investigation of concrete samples.

Building materials in China are regularly tested on specialized equipment. In this case, the inspector did not know what products manufacturer and check for any object. In Guangzhou, in particular, a large work bench designed for testing materials and structures.

Examination of project documentation in this country lasts about two months, and permission to begin construction can be obtained within 20 working days. Spending on construction supervision of the total construction budget constitute 0.05-1%.

Russian specialists offer to cooperate closely with their Chinese counterparts. In particular, we are talking about the organization of seminars and conferences (in Primorsky Krai very little attention has been given advanced training of specialists in the field of construction quality control, and it should be carried out every five years — so rapidly changing construction technology), training of Russian students in China. Also received a proposal to open a joint testing laboratory, equipped with modern equipment.

The Chinese, in turn, offer the Russian authorities to reduce customs duties on construction materials (they currently account for about 30% of the final cost of the goods) and provide detailed information about the investment opportunities in construction in Primorye. Also, Chinese businessmen are interested in reducing the tax burden when operating in Russia and cheapening their participation in international exhibitions.
