Переговоры России и Монголии по модернизации ТЭЦ-3 в Улан-Баторе за счет российского экспортного кредита выходят на завершающую стадию. По данным «Ъ», вопрос будет обсуждаться на межправительственной комиссии 7 декабря. Проект расширения мощности ТЭЦ на 250 МВт прорабатывает «Интер РАО» совместно с холдингом «Ротек». Стоимость модернизации может составить около $500 млн, что, по оценкам экспертов, соответствует среднемировой стоимости строительства новых угольных ТЭЦ, информирует «Тихоокеанская Россия».
Вопрос модернизации ТЭЦ-3 в Улан-Баторе включен в повестку российско-монгольской межправительственной комиссии по торгово-экономическому сотрудничеству, намеченной на 7 декабря, сообщил “Ъ” источник, знакомый с ситуацией. По его словам, правительство Монголии приняло принципиальное решение, что модернизацией электростанции займутся российские энергокомпании.
Проект модернизации прорабатывают «Интер РАО — Экспорт» (входит в «Интер РАО») и холдинг «Ротек» (49% у «Реновы» Виктора Вексельберга). Его стоимость — около $500 млн, говорит источник, знакомый с предложением российской стороны. Этапы модернизации обсуждаются между «Интер РАО» и Минэнерго Монголии, говорит собеседник «Ъ».
Финансирование будет организовано за счет экспортного кредита РФ на общую сумму в 100 млрд руб., о котором стороны договорились осенью прошлого года. В то же время в мае советник по внешней политике премьера Монголии Мунхжин Батсумбэр в интервью “Ъ” сообщал, что условия кредита еще обсуждаются — в Улан-Баторе изучают, не слишком ли велика ставка по нему.
«Интер РАО — Экспорт» совместно с «Ротеком» по запросу монгольского заказчика вносят корректировки в проект: строительство новых блоков должно происходить без отключения старых мощностей из-за серьезного энергодефицита в Монголии и необходимости стабильного обеспечения Улан-Батора теплом, сообщил “Ъ” глава совета директоров «Ротека» Михаил Лифшиц. Стоимость проекта согласовывается «Интер РАО — Экспорт» с монгольской стороной, добавил он. Как пояснили “Ъ” в «Интер РАО», переговоры идут как с монгольской стороной, так и с «Ротеком» об условиях поставки оборудования. В Минэнерго Монголии комментариев не дали.
Модернизация ТЭЦ-3 может стать вторым энергетическим проектом РФ в Монголии. С 2015 года «Ротек» занимается обновлением мощностей угольной ТЭЦ-4 в Улан-Баторе. Компания уже запустила четыре новых блока, пятый планируется ввести в начале 2021 года. В результате мощность ТЭЦ-4 вырастет с 540 МВт до 752 МВт. Стоимость проекта, по информации «Ротека», превышает $160 млн, финансирование осуществляется с участием ВЭБ.РФ.
Энергосистема Монголии дефицитна, мощность электростанций лишь немногим превышает 1 ГВт при потребности в 4 ГВт к 2030 году.
Правительство Монголии заинтересовано наращивать мощности, развивать ВИЭ-объекты, строить гидроэлектростанции и энергомосты между разрозненными энергосистемами республики (в настоящее время в Монголии функционируют четыре региональные энергосистемы). «Интер РАО — Экспорт» рассматривается как один из наиболее вероятных EPC-подрядчиков на новые проекты, отмечает источник “Ъ”. В декабре 2019 года посол РФ в Монголии Искандер Азизов говорил в интервью РИА «Новости», что электросетевыми проектами интересуются «Россети», а строительством солнечной генерации — группа «Ренова» и «Евросибэнерго» (входит в En+).
Удельная стоимость проекта модернизации ТЭЦ-3 составляет около $2 тыс. за 1 кВт, что соответствует среднемировой стоимости угольных станций последнего поколения, отмечает Владимир Скляр из «ВТБ Капитала». По его словам, у «Интер РАО» обширный заказ международных инжиниринговых проектов и есть успешный опыт обновления старых советских станций.
Кроме того, говорит директор Фонда энергетического развития Сергей Пикин, Монголия — перспективный рынок для РФ с точки зрения развития энергетических проектов. Энергосистема дефицитна, у властей республики есть запрос на строительство новой инфраструктуры. Причем, уточняет аналитик, основным критерием сотрудничества в большей степени становится экономический, а не политический аспект.
