Магаданская областная дума предлагает освободить от уплаты федеральной части НДПИ старательские артели, которые добывают золото из россыпных месторождений, расположенных в отдаленных, труднодоступных районах Дальнего Востока и Байкальского региона с отсутствием инфраструктуры и без дорог с твердым покрытием, информирует «Тихоокеанская Россия».
В настоящее время НДПИ относится к федеральным налогам и установлен в размере 6% на добычу золота, и 6,5% — серебра. При этом в федеральный бюджет зачисляется его 40% и 60% – в бюджет субъекта РФ, на территории которого недропользователь осуществляет свою деятельность, сообщает «Прайм».
Предлагается освободить указанные категории предприятий от НДПИ в части, зачисляемой в федеральный бюджет (2,4 %), и установить ставку по налогу в размере 3,6% при нормативе 100-процентного зачисления данного налога в бюджет субъекта РФ, говорится в сообщении областной думы.
«При предоставлении данной льготы выпадающие доходы федерального бюджета по налогу составят по ДФО около 143 млн рублей в год. Но при этом освобождение золотодобывающих предприятий, работающих на указанных месторождениях, позволит увеличить добычу золота на 3500 кг в год и соответственно пополнить доходы региональных бюджетов не менее чем на 219 млн рублей ежегодно», – пояснил министр природных ресурсов и экологии Магаданской области Владимир Митькин.
На Колыме это касается прежде всего разработки месторождений Среднеканского и Северо-Эвенского районов, где по итогам 2013 года было добыто 841,5 кг и 142,7 кг россыпного золота соответственно.
Магаданская дума планирует в пятницу на внеочередном заседании рассмотреть вопрос по внесению в Государственную Думу законодательной инициативы об освобождении от уплаты старательскими артелями НДПИ в федеральный бюджет.
