В последние три года Счетная палата отмечает улучшение качества реализации государственной программы «Развитие рыбохозяйственного комплекса». Об этом сообщил аудитор Счетной палаты Сергей Мамедов на заседании коллегии Росрыболовства, информирует «Тихоокеанская Россия».
«Счетная палата ежегодно на системной основе осуществляет мониторинг изменений и реализации основной отраслевой госпрограммы. Итоги последней проверки исполнения бюджета за 2022 год показывают, что качество работы по ведению и реализации Госпрограммы за последние три года улучшилось. Бюджетные назначения по госпрограмме исполнены на 99,3%. В срок достигнуто 9 из 10 запланированных результатов структурных элементов Госпрограммы», – привел данные Сергей Мамедов.
Аудитор отметил, что рыбохозяйственная отрасль, несмотря на негативные последствия пандемии и санкционные ограничения, сохранила достигнутые результаты прошлых лет, а отдельные даже улучшила.
Среди достижений аудитор в том числе назвал начатый процесс обновления производственных фондов рыбохозяйственного комплекса: «Принятые на государственном уровне меры по привлечению инвестиций в отрасль за счет увеличения срока заключения договоров о закреплении доли квоты с 10 до 15 лет и введения так называемых «инвестиционных квот» дают свои результаты. Только за прошедший год по программе инвестквот было введено в эксплуатацию 4 рыбоперерабатывающих завода, построено 10 судов. Всего в рамках первого этапа программы реализовано 36 инвестиционных проектов, в том числе 25 по строительству заводов и 11 судов».
В заключение аудитор отметил важную роль рыбохозяйственного комплекса в поддержании продовольственной безопасности страны и пожелал Росрыболовству и дальше сохранять высокий уровень командной работы в сложных экономических условиях. «Мы уверены, что при поддержке государства рыбаки и судостроители смогут преодолеть все трудности. Счетная палата со своей стороны работает в тесном взаимодействии как с Минсельхозом России, так и с Росрыболовством. Обсуждаем не только результаты проверок, но и пути решения системных проблем, даем свои рекомендации по повышению качества госуправления в отрасли. Мы открыты к диалогу и готовы совместно продумывать пути реализации наших рекомендаций», – заключил Сергей Мамедов. Его цитирует пресс-служба Счетной палаты.
