На полях российско-китайского экономического форума «АмурЭкспо-2023» в Благовещенске состоялась выездная сессия Восточного экономического форума «Дальний Восток и Китай: международные территории опережающего развития – перспективы и возможности для сотрудничества». Организаторами мероприятия выступили Минвостокразвития России, Корпорация развития Дальнего Востока и Арктики (КРДВ) и фонд «Росконгресс», информирует «Тихоокеанская Россия».
Представители министерств и ведомств, деловых союзов и руководители крупного бизнеса России и Китая рассмотрели возможности и риски в принятии необходимых административно-правовых, финансовых, технических и кадровых решений для создания международных территорий опережающего развития (МТОР) – нового преференциального режима.
Генеральный директор КРДВ Николай Запрягаев, выступивший модератором сессии, напомнил, что в рамках ВЭФ-2022 Президентом России Владимиром Путиным была поставлена стратегическая задача – разработать в ДФО специальный режим, предусматривающий создание наиболее благоприятных условий для реализации совместно с партнерами из дружественных стран проектов по производству конкурентоспособной продукции с высокой добавленной стоимостью и высокотехнологичных проектов.
«Блокирование Западом в условиях санкционного давления традиционных европейских, южных, северо-западных направлений взаимодействия объективно разворачивает экономические интересы отечественных компаний на Восток, заметно усиливает роль торгового, инвестиционного, приграничного, гуманитарного сотрудничества с Китайской Народной Республикой. В новых условиях открываются дополнительные предпосылки не только для развития товарооборота между странами, но и для реализации совместных проектов и запуска новых производств. Как представляется, развитие трансграничного сотрудничества между дружественными государствами – один из возможных ответов на вызов времени. И сегодня мы предлагаем обменяться мнениями о целесообразности и возможности создания экономической зоны, которая могла бы обеспечить российскому и китайскому бизнесу благоприятные условия для взаимовыгодного сотрудничества. Мы назвали эту инициативу международной территорией опережающего развития, поскольку готовы пригласить к сотрудничеству в этом формате представителей любых дружественных стран без ограничений. Тем не менее, мы считаем естественным начать эту работу с китайскими партнерами», — отметил глава КРДВ.
Первым свое мнение о создании на Дальнем Востоке МТОР высказал заместитель председателя Правительства Амурской области Павел Пузанов. Он считает, что концепция, разработанная КРДВ и Минвостокразвития России, на сегодняшний день в контексте складывающейся геополитической обстановки крайне актуальна, а создание совместных предприятий в приоритетных отраслях (логистика, торговля, высокотехнологичное производство, сельское хозяйство и туризм) – одно из условий функционирования международной зоны. Кроме того, в регионе действует ТОР «Амурская», где уже реализуется ряд крупных инвестиционных проектов в сферах промышленности и транспортной логистики, в том числе международного уровня, которые могут стать якорными в экспортно-ориентированных производствах.
«Мы видим практическую возможность создания МТОР сразу в нескольких перспективных локациях нашего региона. Во-первых, в рамках мастер-плана города Благовещенска примостовая зона ТОР «Амурская», а также площадка Ровное. С коллегами из КРДВ уже проработана концепция размещения индустриально-логистического парка. Во-вторых, это проект «Сухой порт Благовещенск», который реализует крупный инвестор ГК «Регион». Речь идет о ближайшей к Транссибу станции, которая свяжет международный автомобильный мост с железнодорожной инфраструктурой. На территории площадью около 300 га будет построен современный терминал и индустриальный парк с возможностью размещения совместных российско-китайских производств. И третий вариант для размещения МТОР — это развитие цепочек производств на базе газохимического кластера», — поделился Павел Пузанов и подтвердил готовность Правительства Амурской области и институтов развития участвовать в пилотном проекте по созданию международной ТОР и привлечении китайских коллег к сотрудничеству по всем обозначенным предложениям.
Оценку перспективам российско-китайского трансграничного сотрудничества дал мэр города Хэйхэ господин Чжао Жунго. Представитель провинции Хэйлунцзян, которая имеет самую протяженную границу с восточными территориями России, подчеркнул, что помимо соседства и многолетнего торгово-экономического сотрудничества, Благовещенск и Хэйхэ имеют еще одну уникальность – это удачное совпадение по трем составляющим. Во-первых, географическое расположение. Во-вторых, новые возможности для развития взаимовыгодного сотрудничества, которые были обозначены лидерами России и Китая в рамках подписания совместного заявления «О плане развития ключевых направлений российско-китайского экономического сотрудничества до 2030 года». И, в-третьих, это дружба, а также многолетние и многопрофильные практические коммуникации между жителями двух городов.
«Если грамотно и эффективно использовать все эти преимущества, Благовещенск и Хэйхэ станут экономическими окнами наших стран. Совместными усилиями мы сможем реализовать идеи и проекты и занять передовые позиции на всем пространстве Евразии», — заявил господин Чжао Жунго.
О том, что необходимо учесть в законопроекте о создании МТОР, рассказал сенатор Российской Федерации от Амурской области Артем Шейкин. По его мнению, специальный режим должен содействовать росту товарооборота между Россией и Китаем и реализации проектов в области цифровых технологий.
«Сотрудничество России и Китая в сфере цифровых технологий имеет большой потенциал для развития стран в новой эре технологического прогресса. Положительный эффект принесет международное сотрудничество с Китаем в сфере микроэлектроники, разработок инновационных моделей двигателей и топливных систем для авиации и судостроения. КНР занимает серьезные позиции в мире по многим передовым направлениям: большие данные, искусственный интеллект и многое другое. Существует много наработок и у российских ученых. Так что здесь для России открываются большие перспективы в рамках импортозамещения в сфере информационных технологий», — подчеркнул Артем Шейкин.
От имени китайского бизнес-сообщества выступил президент Корпорации «Сюань Юань» Сюэ Синфа. Он назвал создание МТОР «стратегически неизбежным выбором», при этом обратил внимание на юридическую составляющую при создании специальной территории, чтобы каждый инвестор мог быть уверен, что его бизнес под защитой. Китайская корпорация XY Group имеет многолетний опыт работы с Россией и продолжает расширять сотрудничество.
«Мы заинтересованы в Амурской области, ее приграничных территориях, близких к Китаю, где уже все наработано и люди с опытом взаимодействия, и хотим предложить свое участие в строительстве между городами Хэйхэ и Благовещенск конвейерной системы, которая после ввода в эксплуатацию позволит беспрепятственно перевозить уголь, минералы, сельскохозяйственную продукцию и другие товары широкого потребления. Это разработка нашей компании, есть уже защищенные патенты. Своеобразный воздушный переход решил бы многие вопросы в транспортной сфере», — сообщил Сюэ Синфа.
Транспортную тему продолжил исполнительный директор Международного аэропорта Благовещенск им. Н.Н. Муравьева-Амурского Александр Карпов. Он предложил использовать воздушную гавань для приёма пассажиров внутренних российских рейсов с дальнейшим бесшовным транзитом в аэропорт Хэйхэ и наоборот.
«Этот вариант будет способствовать привлечению большего потока туристов. Кроме того, увязка аэропортов двух городов на Амуре может стать эффективным дополнением МТОР. По сути, это проект «международного города Благовещенск-Хэйхэ», который использует уникальное географическое положение городов и создаёт синергию с уже реализуемыми и реализованными российско-китайскими проектами — «золотой милей», канатной дорогой, мостовым переходом, таможенно-логистическим терминалом в предмостовой зоне и другими», — считает Александр Карпов.
О том, как МТОР может выступить катализатором международного сотрудничества, прежде всего в сфере новых технологий и искусственного интеллекта, рассказал председатель Дальневосточного банка ПАО «Сбербанк» Андрей Черкашин.
«Кредитные организации активно вовлечены в процесс развития новых отечественных производств, в том числе через сделки М&А, кредитование малого бизнеса, реализацию инвестпроектов. Создание на Дальнем Востоке МТОР может придать дополнительный импульс этому процессу. Наше участие не ограничивается финансированием, мы смотрим в будущее. Для нас также важно развивать трансграничное сотрудничество с китайскими партнерами в разрезе искусственного интеллекта и новых технологий. Мы видим большую перспективу в развитии международных транспортных коридоров и запуска беспилотных грузовых автомобилей. Наше дочернее общество «СберАвтоТех» уже разрабатывает технологии беспилотного транспорта, и эти технологии могли бы быть использованы при реализации таких проектов», — заявил спикер.
В завершение сессии модератор Николай Запрягаев предложил обсудить озвученные предложения и увидеть первые результаты на Восточном экономическом форуме, который состоится 10-13 сентября 2023 г. во Владивостоке на территории кампуса Дальневосточного федерального университета, сообщает Корпорация развития Дальнего Востока.
