Туристам запретят самовольно ездить по национальным паркам и заповедникам, а посещать их можно будет только трезвым россиянам. Каждый посетитель сможет рассчитывать на медпомощь на маршруте, ему предложат местные продукты, помогут в сборе грибов, передвигаться предложат на экотранспорте. Минприроды подготовило проект приказа о правилах организации туризма на особо охраняемых природных территориях (ООПТ). Документ 3 апреля опубликован на портале правовых нормативных актов, информирует «Тихоокеанская Россия».
Посетителей нацпарков ограничат
В России сейчас действует 104 заповедника, 62 заказника и 65 национальных парков федерального значения. За 2022 год, по данным Минприроды, их посетило около 14 миллионов человек, при этом туризм в нацпарках многие годы никак не регулировался законом.
В марте законопроект об экотуризме на особо охраняемых природных территориях был принят в Госдуме в третьем чтении. Закон позволяет привлекать средства третьих лиц, чтобы оборудовать территории новыми экотропами и инфраструктурой, а также запрещает строить жилые дома на заповедных землях. Для каждого нацпарка определят максимальное число туристов — больше положенного на территорию просто не пустят, а само посещение теперь пройдет по установленным правилам.

Правила организации туризма, разработанные Минприроды, устанавливают требования к путешествиям по охраняемым природным территориям.
Главное, о чем нужно будет позаботиться управленцам ООПТ, — сохранение природных объектов, животных и растений. Помимо предельно допустимого числа туристов, этому поможет режим особой охраны нацпарков. В частности, туристам запретят гулять вне специально отведенных для них мест.
Нацпарки и заповедники смогут установить свои требования к путешественникам на использование личной техники, утилизацию мусора и даже на поведение и внешний вид. Так, туристам предлагается запретить приезжать в заповедники пьяными или под воздействием наркотиков.
Нужно решить проблему недостатка сотрудников в ООПТ, сказала «Парламентской газете» зампред Комитета Госдумы по туризму и развитию туристической инфраструктуры Наталья Костенко: «Хроническая проблема недофинансирования не позволит выполнять правила, поскольку контролировать их выполнение будет некому».
По словам депутата, примером может служить древний город Аркаим, где работает музей и ведутся раскопки, а вокруг расположен ООПТ: «На территории музея все хорошо, а в ООПТ кто угодно может делать что угодно — ездить на любом транспорте, жечь костры. Путешественники там несколько дней колесили, и только потом их заметили из-за недостатка кадров».
За ягодами на безмоторной лодке
Помимо запретов, правила увеличивают привлекательность природных объектов для россиян. Например, экотропы будут разрабатывать так, чтобы у путешественников был выбор по сложности и продолжительности маршрута и посетить их можно было бы в разные сезоны.
Туристам проведут экскурсии с аттестованными гидами, предложат посетить живые уголки, пожить в гостинцах, палаточных лагерях, на турбазах, в горных приютах. Организаторы должны позаботиться и о хлебе насущном - открыть кафе или создать место для приготовление обеда.
Правила предлагают продавать туристам в ООПТ экологически чистые местные продукты и изделия народного промысла. Можно там проводить ярмарки, фестивали, выставки.
Туристам разрешат организованно ездить в нацпарки по грибы и ягоды, а также собирать там лекарственные растения.
Использовать в турах предлагают экологичный транспорта. Например, по новым правилам приоритет получат велосипеды, безмоторные лодки и парапланы.
На экотропах предусмотрят оказание первой помощи либо организацию своевременной эвакуации.
По словам Натальи Костенко, нужно обеспечить ООПТ необходимой туристической инфраструктурой: «Для экологичного транспорта и дороги должны быть подходящими. А у нас часто возле ООПТ нет даже нормальных стоянок для авто. Нужна хорошая связь, чтобы люди не терялись. Хорошо бы, чтобы все экотуры проходили с проводниками, это как раз повысит культуру посещения».
К тюленям, орлам или в пещеры
У туроператоров можно найти варианты путешествий по заповедникам на любой вкус и кошелек. Экспедиция в нацпарк «Онежское Поморье», например, предлагает понаблюдать за новорожденными детенышами гренландских тюленей. На льдину к белькам доставит вертолет, в тур входят экомаршруты по нацпарку, проживание и авиабилеты — за цену от 293 000 рублей.
Пять дней в Пинежском заповеднике обойдутся в 13 тысяч рублей — без дороги, но с проживанием и завтраком из фермерских продуктов, посещением пещер и походом к незамерзающему водопаду.
Много предлагается дневных туров, например, в Астраханский заповедник на моторной лодке можно съездить за 7000 рублей. Организаторы обещают встречу с цаплями и орланом-белохвостом.
